Summary:

What does an equitable and just freight system actually look like?

We asked UFL members this question at the summer 2022 quarterly meeting. Their responses, shown in the graphic below, cover a wide range of ideas and topics. Some define equity in terms of equal access to the numerous benefits a freight system brings; others call for a reduction in freight costs — like pollution, noise, and traffic — to historically marginalized people.

Members differ on who the appropriate stakeholders are when it comes to addressing equity in urban freight. Is it the public agencies and big companies currently driving zero-carbon transitions? The warehouse workers, owner-operators and migrant truck drivers? The customers who shop online? Or the families who live near warehouses and truck routes?

Addressing these challenges is no simple task. Such questions challenge the urban freight community to grapple with the implications of histories of injustices that remain visible in today’s freight networks. And it also challenges us to look beyond the purview of planners and policymakers and assess the active role logistics companies play in delivering equity. In fact, evidence suggests the C-suite does think seriously about justice both within and beyond the context of the company. These understandings can be a foundation for a more equitable freight system and creating a truly equitable city.

Moving freight is vital to our ability to live in cities and access goods — but who bears the costs of moving goods, and who benefits from the access that goods movement provides? These costs and benefits have not been borne equally.

The last blog post revealed how urban freight is largely missing in discussions around transportation equity and accessibility. Freight delivers immense benefits to cities and residents. These benefits go beyond economic development, which is often how policymakers see freight. Not to say these economic benefits are small potatoes. Roughly 40 percent of Washington jobs connect to freight, generating $92 billion in economic impact annually.

So while the benefits of the urban freight system are foundational to cities, they go largely overlooked. The value of a freight system comes when you enjoy a good meal, receive essential medicines, or get lost in a favorite book. Put simply: Moving freight is vital to our ability to live in cities and access goods.

The Future of Delivery: Urban Freight in 2030

We have digitization to thank for today’s urban freight landscape. Digitization has long been the backbone of things we now take for granted — from TNCs (Transportation Network Companies) Uber and Lyft to online shopping and the complex supply chain needed to make that ecommerce happen. Digitization is what gives ecommerce’s biggest player — Amazon — visibility into its packages and enables it to deliver faster and more reliably than ever. So digitalization isn’t new. But it continues to spur new developments.

But what does digitization even mean in urban freight?

In this blog, we think about three buckets under the broad umbrella. Though all three can — and do — interconnect, the first two center on the public sector and the third on the private sector.

Generating Opportunity for All (GOAL): Microfreight Hubs Feasibility in North Fort Smith, Arkansas

(This project is part of the Urban Freight Lab’s Technical Assistance Program, where UFL contributes to the project by providing 1:1 match funds in terms of staff and/or research assistants to complete project tasks.)

This project seeks to examine how microfreight hubs can increase equity to services, benefit historically marginalized communities, and be joined to share micromobility options, social service agencies, and minority businesses in North Fort Smith, Arkansas.

The Urban Freight Lab will assist Frontier MPO and the City of Fort Smith by sharing knowledge and providing feedback as they develop a cohesive strategy to develop a microfreight hub pilot project that leverages community resources.

The proposed goal is to create a cohesive strategy to develop a sound planning process, grow collaborative relationships, produce a sustainable business model, and implement a microfreight hub pilot project that leverages community resources.

Summary of Project Phases and Associated Tasks:

  • Assessment Phase
    • Task 1: Gather and review background information regarding the plans, policies, codes, and data related to establishing and implementing microfreight hubs within North Fort Smith.​
    • Task 2: Conduct literature review on microfreight hub operations and business model.
    • Task 3: Gather, review, and provide feedback on existing partnerships and stakeholders.
    • Task 4: Identify and review potential microfreight hub locations particularly locations that will enhance accessibility to vulnerable groups
  • Outreach and Learning Phase
    • Task 1: Deliver virtual interactive coaching session on establishing and building collaborative relationships and pilot lessons learned.
    • Task 2: Convene community champions, partners, freight carriers, and other stakeholders to develop clear understanding of community and stakeholder needs, concerns, and challenges.
    • Task 3: Develop next steps and any action plans for moving a microfreight hub forward.

Urban Logistics: From Research to Implementation

To address the accessibility and sustainability challenges of urban logistics it is important to consider urban logistics from a number of perspectives.

This includes considering:

  • spatial context i.e. not focusing solely on the urban center or core but also in terms of actions taken in broader logistics and supply chain management.
  • stakeholders i.e. including all key decision makers and constituents.
  • complexity and heterogeneity of activities (range of vehicles used, the products carried, location of distribution centers, and the variety found in city size, form, and governance).

This diversity of perspectives, and their influence on the urban freight system, makes it challenging to identify simple solutions to problems.

A number of forces are also at work impacting change in the urban logistics system. Technological innovation affecting urban logistics includes digitalization, e.g. the Internet of Things (important in terms of connected objects) and big data. These developments are already established and beginning to have an impact or at least implications in the field of urban logistics and freight transport. However, problems will not be solved by technology alone and it is essential to understand how behavior (at the individual and corporate level) influences outcomes and needs to change. Research needs to address interactions between stakeholders and the role of city authorities in promoting innovation and change.

Cities are complex environments and urban logistics has to adapt to these demands. The complexity of cities also gives rise to a debate about the extent to which problems (and their possible solutions) may be considered context-specific. This leads to questions relating to how initiatives should be scaled up to gain greater traction in dealing with challenges now and in the future. It is important to learn as much as possible from the high number of projects and new services that have been implemented in cities over the past ten years. These range from initiatives related to electric vehicles, through locker box systems and the role of the receiver in making change happen. How to learn and then apply the lessons from projects is an important question. In many cases it has been argued that the underlying business model has not been addressed successfully leading to the problem of projects lasting only as long as some form of project funding is available.
