New Technical Report: Carrier Perspectives on Delivery Operations and Zero-Emission Zones in Downtown Portland

The Urban Freight Lab (UFL) has completed a series of interviews with carriers to explore how zero-emission delivery zones (ZEDZ) in downtown Portland could impact their operations.

This work is funded by a U.S. Department of Transportation SMART grant awarded to the City of Portland Bureau of Transportation (PBOT) to trial converting several truck loading zones into Zero-Emission Delivery Zones (ZEDZ). PBOT enlisted UFL to provide subject matter expertise in urban freight, curb management, and freight decarbonization.

UFL researchers developed a questionnaire and interview guide to gather insights from carriers operating in the proposed ZEDZ, with a focus on fleet composition, parking behaviors, delivery practices, and the challenge carriers face in Portland’s urban environment. These findings will help inform future policies and strategies for sustainable urban freight.

The selected organizations were identified as carriers or organizations that make deliveries into the proposed Zero-Emission Delivery Zone (ZEDZ) in downtown Portland.

This research is part of the City of Portland Bureau of Transportation (PBOT)’s Strengthening Mobility and Revolutionizing Transportation (SMART) project and is funded by the U.S. Department of Transportation.
